3 Steps Every Marylander Must Take to Purchase a Regulated Firearm

1. Complete (4) hours of handgun training with MGFA, LLC.
2. Complete “livescan” fingerprints.
3.Complete Maryland State Police Handgun Qualification License Application.

You are a Licensed Firearms Manufacturer.

You are an Active law enforcement officer or a person retired in good standing from a law enforcement agency of the United States , the State, or a local law enforcement agency of the State.

You are an Active or retired member of the United States Armed Forces or National Guard and possesses a valid military identification card.

You are A person purchasing, renting or receiving an antique, curio or relic as defined in federal law.

What is a Maryland HQL?An MD HQL is a Handgun Qualifiction License required for the purchase of any handgun in MD. It was passed with the intent of reducing the number of handguns in circulation. Furthermore, an HQL is firearm safety course that is required for all persons after October 1, 2013 wanting to purcahse, own, rent, or transfer a regulated firearm within MD.

Can I carry if I have my HQL?No! Your HQL is only for home defense and only can be on your persons when traveling to a range or authorized gun dealer and gunsmith. It also must be unloaded and amunition separate from firearm.

What are the age requirements to attend a Maryland HQL class?You can be 18 to attend, however you must be 21 to purchase a regulated firearm within the state of MD.

What does an HQL cover and how long is it good for?The instruction covers state firearm laws, home firearm safety, handgun mechanisms and operations, operation and handling demonstration. In order to recieve your HQL, you must be a law abiding citizen that has no pending charges, felonies, or have ever been charged with domestic violence- active restraining orders. The training that you recieve is good for three years and in the future, only renewals will have to be made.

How much does the course cost and what does it include?The course cost is $150.00 and half of that ($75.00) must be put down as a deposit to reserve your slot. The $150.00 includes instruction, range time, hearing- eye protection, and ammunition.

Can I take the class if I have a card for Medical Marijuana?You may still take the class as the training is good for three years, but you will have to write a letter to the MD State Licensing Divison stating that you have not used your medicinal card within a year. This must be notarized. Also, the Maryland Marijuana Commission Board must email or give official corresponence to the licensing division stating that you have in fact not made any purchases within a year.

Do it require fingerprints?Yes! Fingerprinting is a separate entity on its own with an average cost between $50.00 to $65.00 USD. The fingerprinting code is required to submit your application to the State of MD.
